Canada’s CCPSA

Canada’s CCPSA-SOR directive system is the core framework for regulating consumer product safety, consisting of the Canadian Consumer Product Safety Act (CCPSA) and the accompanying Specific Product Regulations (SORs). It applies to all consumer products sold in Canada (except medical devices, food, etc.), with a focus on physical safety, chemical limits, and labeling specifications to prevent consumer products in Canada from posing health and safety risks.

The representative standards and their application are as follows:

1. SOR/2011-17- Toys Ordinance

Toys for children under 13 years old, which stipulate toys in terms of physical and mechanical properties, flammability properties, chemical safety, labeling, etc.

  1. In terms of physical and mechanical properties, check the stability of the toy structure and whether there are small parts falling
  2. Flammability Detection of the combustion performance of toy materials
  3. Chemical performance check whether it contains harmful substances such as heavy metals
  4. The label must be bilingual in English and French, including manufacturer information, etc

2. SOR/2018-82 – “Children’s Jewelry Regulations”

It applies to jewelry designed or sold for the purpose of attracting children aged 15 and under, such as bracelets, necklaces, etc., except for special occasion-worn items such as medals. Regulations set chemical limits, physical safety requirements, and labeling instructions for children’s jewelry.

  1. In terms of chemicals, the total lead limit is reduced to 90mg/kg
  2. The cadmium content has different requirements depending on whether it is a small part or not
  3. Phthalates need to comply with SOR/2016-188 requirements
  4. Physically prohibit the presence of parts that can fully access the small part test cartridge
  5. Labels must have bilingual safety warnings and instructions for use in English and French

3. SOR/2016-193 – “Regulations on Surface Coating Materials”

It is suitable for surface coatings of children’s toys, such as paints and coatings, and coating materials for other children’s products, such as coatings for furniture and stationery. It aims to control the chemical safety of surface coatings of children’s products, stipulating that the total lead content of the surface coating shall not exceed 90mg/kg, and the content of antimony, arsenic, cadmium, selenium or barium compounds shall not exceed 0.1%

4. SOR/2022-122 – Amendments to Certain (Surface Coating Materials) Regulations under the Canadian Consumer Product Safety Act (CCPSA)

Applicable to regulations related to surface coating materials involving toys, cribs, baby guards and other products, such as SOR/2011-17, “Crib, Cradle and Shaker Regulation” (SOR/2016-152), etc., this standard revises the requirements of 5 relevant regulations related to surface coating materials under CCPSA, expands the meaning of surface coating materials and the scope of decorative coating materials, expands the scope of application of the total lead content limit from children’s furniture to furniture surface coatings, and stipulates that the limit of harmful elements such as lead and mercury in coating materials is applicable to contact parts.

5. SOR/2016-188 – Phthalate Regulation

It is suitable for children’s school supplies containing soft plastics or coatings, such as PVC stationery, coated fabric school bags, etc., except for products that do not contain soft plastics or coatings, such as pure paper notebooks. This standard limits the phthalate content in children’s school supplies, stipulating that the total amount of DEHP, DBP, BBP is ≤0.1%, and DINP, DIDP, DNOP (for importable parts) is also restricted, and must be tested by ISO 17025 or ILAC accredited laboratories using gas chromatography-mass spectrometry and other methods to determine compliance.

6. SOR/2016-180- 《 Mandatory safety regulations for pacifiers for baby bottles 》

It is suitable for pacifiers for baby bottles, including silicone, latex and other materials, except pacifiers and bottles. The material safety, physical properties and labeling requirements of pacifiers are standardized.

  1. Physical safety performance requires the nipple to withstand 44.5N pulling force without falling off or breaking, etc.
  2. Chemically restricted on lead content, phthalates, etc
  3. The label must be bilingual in English and French, including manufacturer information, etc

Note: The CCPSA certificate is valid for 1 year and needs to be re-tested and updated when it expires; the product logo must be permanently marked with the manufacturer’s name, production date and place of origin.
