REACH Testing

Introduction to EU REACH certification

REACH is the abbreviation of the EU regulation “Registration, Evaluation, Authorization and Restriction of Chemicals”, with regulation number (EC) No 1907/2006. This regulation is a chemical regulatory system established by the European Union and implemented on June 1, 2007.

The REACH directive requires that all chemicals imported and produced in Europe must go through a set of comprehensive procedures such as registration, evaluation, authorization and restriction to better and simply identify the composition of chemicals to achieve the purpose of ensuring environmental and human safety. The directive mainly includes several major contents such as registration, evaluation, authorization, and restriction.

SVHC Test Introduction

SVHC: Substance of Very High Concern. It is a large group of hazardous substances under the REACH regulation, and SVHC includes a series of highly hazardous substances such as carcinogenicity, teratogenicity, reproductive toxicity, and bioaccumulation.

The purpose of the SVHC test is to determine whether the single SVHC quality of the item exceeds 0.1%, and then to pass the SVHC information in the item to the recipient/consumer. Steps:

1) List the BOM (Bill of Materials) of the item
2) Know the SVHC content of each material
3) The same SVHC in different materials is accumulated
4) SVHC quality/item quality
5) Give an evaluation conclusion (preferably with an evaluation report)

REACH test scope

On December 20, 2017, the European Chemicals Agency (ECHA) announced that the Commission of European Member States (MSC) has agreed to add seven new substances to the REACH list of substances of very high concern, and supports Germany’s proposal to add endocrine-disrupting properties that may cause harm to the environment to the existing SHVC substance bisphenol A (BPA). These substances will be updated to the SVHC substance list in mid-January 2018, and the legal obligation will come into effect after the official update of the list. The SVHC substance list will be expanded from the current 174 to 181.

The REACH regulation requires that all economic entities that manufacture, use and place substances, mixtures and articles on the market must comply with REACH Annex XVII.

Annex XVII of the REACH Regulation is a list of restricted substances
